Flexicurity model and its implementation in the European labor markets

This diploma thesis considers a model of flexicurity, which currently represents a key strategy of European employment policy. "The Danish miracle", as it is sometimes called, combines two at first sight contradictory trends - the high flexibility of the labor market and adequate security for workers. However, application of the model to the European labor markets seems to be problematic for several reasons. Several potential barriers to the effective implementation of flexicurity are being discussed in the paper. The most serious seems to be the insufficient and ambiguous definition of the model. This means that different actors understand the nature of the model differently and accept it with different expectations. Flexicurity also ignores the heterogeneity of each labor market. The argument that flexicurity represents a win-win situation for all citizens seems untrustworthy and unrealistic. The paper further argues that the model is connected with the place of origin because of the importance of informal institutions such as advanced social dialogue and public-spiritedness. Finally, it is necessary to take into consideration the enormous financial demands of the model due to the emphasis on a generous social system.
The analysis of causes of the youth unemployment (15-24 age class) in European Union in years 2000-2015

The aim of this thesis was to analyze main causes of youth unemployment in countries of European Union. In order to assess main determinants of this negative phenomenon, an econometric model based on panel data was constructed. Source dataset, containing mainly Eurostat data, covers EU-28 countries in the 2000-2014 period. Results of a regression inclined that youth unemployment is effected mainly by overall economic development. Youth unemployment is more sensitive for economic downturns than unemployment in an adult age class. The model also suggested that cuts in payroll taxes and deregulation in the minimum wage legislation could have positive effect on youth employment. Based on the literature, reforms toward more practical and effective education system with elements of dual apprenticeship, could be also a positive step in tackling youth unemployment. However, an econometric-based proof of this hypothesis was not found.
Unemployment in the district of Děčín - efficiency of active labour market policy

The aim of the bachelor thesis is to analyse the success rate, targets and expenses of retraining courses in the Děčín district between the years 2007 -- 2012. The targets were evaluated using the targeting index and the success rate using the gross effect. Retraining courses in the Děčín district were aimed the least at minorities; on the other hand we can observe signs of the creaming off effect. Thanks to the gross effect it was observed that within 12 months after attending retraining courses, 50 % of candidates found a new job. Retraining courses as a tool are therefore effective. An indirect relationship was observed between the length of unemployment and the level of gross effect. A 3 year return of the retraining courses was observed at work. Highest proportion of data for the thesis was obtained from the Ministry of Labour and Social Affairs, the Czech Statistical Office and from the Report on the Situation of the Labour Market in Děčín
Issue of long-term unemployment in the district of Znojmo

Bachelor thesis in the theoretical part defines key concepts and presents the main theoretical concepts concerning the subject long-term unemployment (and unemployment as such) related. It then focuses on the factors and causes of long-term employment and describes the main active employment policy instruments that are in the Czech Republic utilized. The main objective of this paper is to assess the development of long-term unemployment in the district of Znojmo in the years 2009 - 2011 according to selected criteria and the use of the active employment policy in Jihomoravský kraj in 2011. The analysis includes the development of long-term unemployment in total, by age, education, health and describes the individual micro, because each has different characteristics and problems of long-term unemployment is another. In conclusion, I will summarize and evaluate the various criteria selected, so to answer the research question.
Effectiveness of retraining courses in the Pribram district in 2008-2011

The bachelor thesis deals with the analysis of effectiveness and intention of retraining courses in the Pribram district in 2008-2011. In the Pribram district an observation has been made, a growth accounting of unemployment, a significant decrease of free jobs and increase of long-term unemployed workers. Effectiveness and intention of the retraining courses have been evaluated with the help of targeting index and gross effect. Each year after taking the retraining course at least 65% of workers have found a job withing 12 months. Non-reciprocal proportion had been observed between the attained age and highness of gross effect and reciprocal proportion between the educational level and highness of gross effect. In the district there have been no signs of queue theories. During the crisis, the disadvantaged population had noticed a increase in the success of job hunting. The analysis of targeting index discovered in activities of the authorities signs of 'creaming off' effect. In the participation of the retraining courses, more perspective candidates have been selected, compared to those candidates who needed the most support. The data source for this thesis had been the integrated portal MPSV, ČSÚ and the Labour office in Pribram.
RETRAINING: The foothold of the active labor market policy

This thesis deals with retraining, which is the main instrument of active employment policy. The aim of thesis is to research the specific detection effectiveness of retraining courses. The hypothesis is that the efficiency of spending on retraining courses cannot be shown because it is impossible to determine the usability of courses for graduates and their real ability to get a job based on their completion. The theoretical part of the thesis deals with the definition of basic concepts - unemployment, active labor market policies and retraining courses. The theoretical part of the thesis also focuses on the issues of employability, human and social capital. Analytical part deals with the possibility of examining the effectiveness of retraining courses. The work focuses on the analysis of profiles of graduates retraining courses. Analysis also focused on identifying opportunities to introduce labor offices collecting of data that would provide information on the use of specific retraining obtained in practice, and thus allow exploring the effectiveness of the handling of funds. The work in this section is based on a questionnaire survey of employee of labor offices and interview with Mgr. Ondřej Hora, Ph.D.
The labor market and unemployment in the region of Ústí nad Labem

The diploma thesis is focused on the issue of the labor market and unemployment in the region of Ústí nad Labem, mainly on the realization and evaluation of the impacts of active labor market policies. Basic notions and theoretical bases are defined in the first part, namely types of unemployment, the manner of measuring unemployment rate and the impacts of unemployment. Labor market policies are characterized and labor market effects are clarified. Attention is given to the linkage of regional policies and unemployment and to state interventions to the economy. The second part of the thesis is focused on labor market policies in the CR, to historical evolution of unemployment in the CR since 1993 and to active labor market policies in the CR. Further on the work deals with the description of the region of Ústí nad Labem and it's labor market, where attention is given mainly to the factors affecting the rate of unemployment, like the structure of citizens by sex, age, education, nationality and the sector structure of the economy and duration of unemployment. A summary of the active labor market policy used in the region is made in the fourth chapter, stressed on the number of people using it and public spending expounded on it. In this chapter is also made an evaluation of efficiency of individual instruments. According to calculations the most effective instruments in the region of Ústí nad Labem are retraining programs and measures supporting health disabled people. The final chapter is focused on own recommendations to the public policy.
Efficiency of training programs organized by the local labor office in Havlíčkův Brod during the years 2008-2011

The thesis is a partial analysis of the efficiency of training programs in Havlíčkův Brod district during the years 2008-2011. Gross effects analysis showed that two thirds of the participants were able to find a job within 12 months after completion of the program. In comparison with other territorial units, training programs achieved same or even better results with lower average costs per participant. Sociodemografic characteristics of the participants did have impact on the value of gross effect. Lower gross effects were found for disadvantaged groups. In most cases the value of gross effect did not fell below 50 %. The highest gross effects were found for vocationally oriented training programs. Targeting analysis based on the value of targeting index showed that training programs targeting on disadvantaged groups were not only in Havlíčkův Brod district in many cases far from being satisfying. The thesis concludes that training programs seem to be efficient labor policy measure and recommends maintaining their range with higher preference of vocationally oriented courses in the future. Labor office officials should improve training programs targeting on disadvantaged groups and consider implementation of zonal counseling along with profiling of employed persons. Further records about unemployed could improve training program preparation process and could ease net effect analysis of the programs which overcomes gross effect analysis's limits discussed in the thesis.
EUROPEAN EMPLOYMENT POLICY AND ITS EFFECTS ON THE LABOR MARKET IN THE REGION OF NACHOD

Unemployment has begun to be considered as a European problem since the early nineties, when a coordination of activities in the social field at the EU-level has also gradually started. Since that time, spending on the social policy from the EU budget has been constantly rising, but, as shown in this thesis, the situation on the European labour market has not been significantly improved. This is illustrated also by the fact that any from the EU employment targets from the Lisbon strategy has not been until now met. The most important instrument of the EU-Employment policy is the European Social Fund (ESF). Because its expenditures on the Czech Employment policy are constantly increasing, it is necessary to ask whether it improves a condition of a labour market. Moreover, if nowadays contributions from the ESF represent the majority of expenditure on the Czech active labour market policy (ALMP) carried out by particular labour offices. Analytic part of this thesis focuses on the evaluation of the ALMP, which is financed from the Czech state budget as well as from the ESF and which is implemented by the particular labour office - in the region of Nachod. According to a similar analyses, programmes of a subsidised employment shows the highest effectiveness also in the district of Nachod, while direct job creation schemes and retraining courses contribute to reducing unemployment only to a limited extent.
